"Traveled work" is a term and idea only an MBA, lawyer, and accountant could come up with after a few drinks. I get the logic, but it's only a practice that defects and delays the resolution of a problem, making it worse, harder, and more expensive, to fix.
Hopefully, Boeing gets back on track soon (and SpaceX brings the astronauts they stranded home soon), but they sure did make a mess of things. In a rush to move their HQ to Chicago to be physically closer to the money centers (oddly enough around the same time the information age and distributed networks exploded) and then to the DC metro area to be closer to the epicenter of the military-industrial complex, they managed take known, and typical, quality control and manufacturing challenges, amplify them, and turn them into huge safety, labor, production and financial challenges that almost, and may still yet, destroy the company.
